In the Financial Year (FY) 2020/2021, the government of Uganda made a significant shift by adopting the programmatic approach to planning and budgeting as the implementation strategy for the third National Development Plan (NDPIII), replacing the sector-wide approach. This transition was aimed at enhancing efficiency and effectiveness in resource allocation and utilization towards achieving the development goals outlined in NDPIII.
