Uganda Debt Network (UDN) was formed in 1996 to campaign for debt relief for Uganda. In 1998, UDN was registered as a Non Governmental organization (NGO) under the NGO Registration Statute and started operating. In 1999, the Network was incorporated as Limited Liability Company with no shareholding under the Company Law 1964.

When UDN was formed, it had a membership of 23 organizations and three individuals. By July 2009, the membership comprised 85 individuals and ten organizations.
