Uganda Debt Network launched the Community Based Monitoring and Evaluation System (CBMES) in the district to involve grassroots people in monitoring poverty reduction programmes and performance of government expenditure in service delivery. The pilot started in August 2004 and was carried out several other months to test the usefulness of the system to the community in monitoring effectiveness of government service delivery.

The programme is operational in the sub-counties of Kolir, Ongino, Kobwin and Mukongoro
