The Community Based Monitoring and Evaluation Systems was launched in the district in August 2002. It aimed at involving grassroots people in monitoring poverty reduction programmes and performance of government expenditure in service delivery.
Kanungu district was purposely selected as a pilot district for this exercise because of its earlier involvement in anti-corruption activities and poverty monitoring. Two sub counties (Rugyeyo and Kihiihi), and two parishes from each of those sub-counties (Kashojwa, Mishenyi, Nkunda and Karubeizi) were identified to participate in the programme.
CBMES is currently operational in the sub-counties of Rugyeyo, Mpungu, Kayonza, Kihiihi, Town Council, Kirima and Kanyantoroogo.
