Uganda Debt Network launched the Community Based Monitoring and Evaluation System (CBMES) in the district to involve grassroots people in monitoring poverty reduction programmes and performance of government expenditure in service delivery. The pilot started in August 1st – 15th 2002 and was carried out in several other months to test the usefulness of the system to the community in monitoring effectiveness of government service delivery.

The programme is currently operational in the sub-counties of Namutamba, Mukuutu, Bukanga and Bulamogi.
