Uganda Debt Network launched a pilot of the Community Based Monitoring and Evaluation System (CBMES) in the district to involve grassroots people in monitoring poverty reduction programmes and performance of government expenditure in service delivery. The pilot started in August 2002 to test the usefulness of the system to the community in monitoring effectiveness of government service delivery.

The programme is operational in the sub-counties of Kigarama, Mitooma, Nyabubaare, Katerera, Rwengwe, Bihnaga, Kanyabwanga, Kiyanga and Kichwamba.

The monitoring has empowered me to stand and express my views. I now know my rights and educate other people on how to monitor governments programs. We, as monitors are free to monitor anything that government has worked on for example in health, education, water and sanitation, roads among others. We monitored the School Facilitation Grant that constructed classrooms under the Universal Primary Education (UPE). There are many schools where shoddy work was being done but due to our vigilance, many of the contractors were forced to redo the work. We air out these issues on radio and others during the district or sub-county dialogues and through reports. Due to my vigilance in monitoring, I was elected as a district councilor representing my sub-county. I extend my sincere thanks to UDN for empowering us to keep our own projects. Keep up the Spirit
