Elders monitor the distribution of relief from the Prime Minister’s Office

Uganda Debt Network launched the Community Based Monitoring and Evaluation System (CBMES) in the district to involve grassroots people in monitoring poverty reduction programmes and performance of government expenditure in service delivery.

The program covers the entire district. The pilot work involved the monitoring of relief items given by the Office of the Prime Minister to victims of the Lord’s Resistance Army ( LRA) insurgence in the district. The monitors consist of a group of elders identified from communities in November 2007.
