"Report thieves to me, says Museveni”: The New Vision, October 10, 2007.

Delivering his Independence Day address at Kololo Ceremonial Grounds on October 9, President Yoweri Museveni said ending corruption among politicians and bureaucrats was a condition for Uganda to become modern. He, therefore, asked the general public and specifically the business community to report the corrupt people to him. Do you think this will end corruption in Uganda?

Government loses over sh21b to ghost workers annually - Auditor General’s report

The Auditor General’s report for the year ending June 2006 indicated that ghosts on the government institutions payroll were maintained and managed by a racket of corrupt but organized government officials. This costs the Government over sh21b annually. Mr. Jimmy Lwamafa, the Permanent Secretary in the Ministry of Public Service, however, said some of the implicated officials had started refunding the money.
Should culprits be left free because they have refunded the money orbe punished?
