"Muhwezi sins again, pleads with IGG" The Weekly Observer 7-13 October 2004

Six years after he was censured by Parliament for alleged influence peddling , Minister of Health Brig.Jim Muhwezi, according to a report on investigations into the alleged mismanagement of National Medical Stores (NMS) released late last month by the IGG was found guilty of intefering with procurement processes of the NMS.

What is your opinion on the role of public officers in fighting corruption?

Mismanagement in National Housing and Construction Company Limited (NHCCL)

The New Vision and The Monitor of Thursday August 5, 2004 reported NHCCL as the most mismanaged with no serious work systems, business strategies, organizations policies and procedures, performance appraisal systems, and structures. Despite this however, no action either to reprimand, cause criminal investigation or interdiction of the persons implicated in the mismanagement or financial scams has taken place.

Has Government failed to curb corruption in its enterprises? what is your opinion?

BIDCO Project

On 4th April 2003 , Government of Uganda signed the Sh100b BIDCO palm oil project to start palm oil production in Kalangala and Bugala Islands.The controversy in the whole project revolves around the justification for the seemingly lavish tax concessions to new investors to include exemption of BIDCO from payment of withholding tax on all interest on loans from any financial institutions procured locally or overseas for financing the project, the provision of not less than 10,000 hectares of land,the exemption from payment of all stamp duties of the project for 25 years. Which is not the case with the incentives extended to local oil producers.


Should government have extended such incentives at the expense of local oil producers? how about its implications on Uganda's debt ? shall local industries survive under such unfair competition? what is the strategy?
