The Budget Advocacy Initiative was launched in 1999 with an aim of mobilizing civil society in Uganda, especially people at the grassroots, to jointly and pro-actively participate in advocating for pro-poor budget policies and monitoring public expenditure. This was after realizing that the budget and other related policies implemented by the Government did not address the needs of the core poor, and that public expenditure management, especially transparency and accountability, were wanting.
The strategic advocacy objective of BAI programme is to ensure that the Minister of Finance, Planning and Economic Development formulates and implements participatory pro-poor budgets to ensure fairness in resource generation and equitable allocation and utilization to favour priority poverty-focused strategies
The BAI has two core result areas:
- CSOs pro-actively influencing national and local government budget processes
- Local Government budgets are open and transparent and incorporate participatory budgeting principles and practices
The Programme hopes to achieve the above results through:
- Analysizing and reviewing national and local government budget expenditure proposals for their relevance to poverty reduction strategies

- Establishing an institutiionalized partnership for CSOs, small-holder producers and policy makers in the budget process
|
- Reviewing and analysing national and local government taxation proposals
|
- Strengthening the capacity of CSOs in 12 local governments in participatory budgeting
|
- Piloting and implementing participatory budgets for local goverments
|
- Ensurng that school and health management committees acquire knolwedge, skills and implement participatory budgeting
