The CSBAG was formed in May 2004 as a loose coalition of CSOs at national and district levels to advocate for local and national budgets that address the needs of the poor with the aim of lifting them out of poverty.
Initially, the group consisted of four CSOs (Uganda Debt Network, NGO Forum, FOWODE and Oxfam GB) that mobilized other CSOs to begin engaging in the budget advocacy work. The group has organized a number of budget advocacy activities including two public dialogues on the National budget in 2004 and 2005, Participation in Public Expenditure Review (PER) meetings, and carrying out a study on how pro-poor and pro-growth the 2004/5 National budget was.
As of May 2007, the group comprised over 14 CSOs and individuals that are committed to working together and to provide collaborative support to civil society budget work in Uganda.
CSBAG members include; Uganda Debt Network, Forum for Women in Democracy, Environment Alert, Uganda Coalition for Sustainable Development, Action Aid International Uganda, African Centre for Trade and Development, Uganda National Health Consumers’ Organization, African Leadership Institute, Centre for Development Initiative, National NGO Forum, VECO-Uganda, East and Southern African Small Scale Farmers’ Forum and Caritas Uganda.

CSBAG Strategic Objectives

  • The National and Local government budget processes are transparent, inclusive and accountable
  • Critical information for effective participation of all stakeholders is availed to CSOs and other stakeholders and in good time
  • Central and local government budgets are pro-poor and adhere to results oriented budget management principles
  • Pro-poor budget principles and practices are initiated and integrated in the overall budget process

CSBAG activities

  • Advocacy for a more transparent and people-centred budget process that allows for wide stakeholder participation
  • Effective participation in the budget process at all levels
  • Undertaking specific researches, assessments and reviews to inform budget decisions
  • Using various means to raise awareness about the budget process and issues
  • Undertaking in-depth analysis of budget information to give feedback to decision makers at various levels
  • Strengthening the capacity of CSOs in budget analysis and advocacy
