District leaders comment on Barazas

Sulaiman Kasozi, Chief Administrative Officer, Kumi district

I have attended the UDN district dialogues and noticed that they can be used as a powerful tool to fight corruption in the districts. During the dialogues, monitors present reports which are discussed. We, as district leaders respond to and clarify on the delivery of services.

Josephine Kasa - Kanungu district LC5 Chairperson

UDN barazas have helped us as district leaders to explain to the public how funds received from the central government trickle down to the beneficiaries. Their monitoring reports usually

help us to identify corruption gaps.

The sub-county component of the UDN-Community Based Monitoring and Evaluation System (CBMES) is to become a government policy. The President of the Republic of Uganda, in January 2009 made a public pronouncement calling for the establishment of the sub-county barazas (dialogues) to explain to the public how funds they receive are utilized.
In response to the pronouncement, UDN through an open letter to the President, welcomed the move and pledged to work closely with the Government in her efforts to promote and advocate for pro-poor polices and monitoring to ensure that the utilization of public resources are prudently managed in an open, accountable and transparent manner to the benefit of all Ugandans. UDN pledged to work with the Government to support the effort.
